UK launches largest-ever public investment plan for home upgrades

The UK government has announced the largest public investment program in the nation's history for home upgrades—the £15 billion Warm Homes Plan. This initiative aims to upgrade the energy systems of up to 5 million households through grants and loans, including the installation of solar panels, battery storage, heat pumps, and insulation materials. The government projects that by 2030, the plan will triple the number of households with rooftop solar installations.

Under the scheme, UK households will receive government-backed financing to install solar panels through low-interest or zero-interest loans. The government claims this will spark a “rooftop revolution.” Additionally, loans are available for installing battery storage systems and heat pumps. The plan targets lifting approximately one million households out of fuel poverty by 2030.


Notably, for rented properties, the responsibility to keep homes warm (through new installations or upgrades) will fall on landlords, who must invest in upgrades to reduce bills for tenants and social housing residents. The government states these technologies will reduce the nation's reliance on natural gas and protect households from future price spikes. Further details on the plan's implementation will be announced later this year.


Data from industry body Solar Energy UK indicates that nearly 1.6 million UK households currently have photovoltaic systems installed, with the majority also incorporating battery energy storage systems (BESS). In 2025, the UK saw a record high of 257,000 small-scale PV installations, with 70% located on residential rooftops. Additionally, the Warm Homes Scheme will support the forthcoming Future Homes Standard, which mandates solar panels as the default for all new residential buildings. The scheme also aligns with the UK's Solar Roadmap released in July 2025. According to this roadmap, the UK aims to increase cumulative PV capacity from over 18GW in Q1 2025 to 45GW–47GW by 2030. Solar Energy UK projects that approximately 10GW of incremental small-scale rooftop PV installations will further boost total capacity to around 57GW (currently approximately 24GW).
