15The photovoltaic industry is currently undergoing a new round of restructuring, facing dual challenges both internally and externally: intensifying global market competition and a complex trade environment necessitate urgent improvements in the resilience of industrial and supply chains; domestically, supply-demand mismatches have become pronounced, with cut-throat price competition driving corporate losses, while bottlenecks persist in establishing a unified national market.
On 18 December, at the 2025 Photovoltaic Industry Conference, Yang Xudong, Director-General of the Department of Electronics and Information Industry at the Ministry of Industry and Information Technology (MIIT), stated that in response to the industry's difficulties, MIIT has collaborated with multiple departments to introduce a series of measures covering capacity regulation, standardised planning, and technological innovation. Industry players have actively responded to the call to ‘counter internal competition’ by promoting self-discipline, achieving phased results to date.

In line with the spirit of the Political Bureau meeting and the Central Economic Work Conference, Yang Xudong outlined six key priorities for 2026: First, strengthen capacity regulation by employing market-based and rule-of-law approaches to phase out outdated production capacity, achieving dynamic equilibrium in industrial output. Second, enhance price monitoring mechanisms to rigorously combat price violations, substandard quality, and other misconduct, thereby curbing disorderly competition. Third, intensify innovation-driven development by establishing collaborative innovation systems integrating industry, academia, research, and application to advance breakthroughs in cutting-edge technologies and equipment. Fourth, refine the standards system by accelerating the formulation and revision of mandatory national standards, and promote the application of tiered classification and carbon footprint accounting standards. Fifth, urge industry self-regulation by encouraging enterprises to reach consensus through consultation and supporting the role of industry associations. Sixth, deepen international cooperation by leveraging multilateral and bilateral mechanisms to advance the internationalisation of talent, technology, and standards, thereby facilitating the high-level global expansion of the industry.
The photovoltaic industry is a sunrise sector serving green and sustainable development, with immense potential for long-term growth,’ remarked Yang Xudong. Drawing an analogy with the winter solstice, he encouraged industry players to weather the current adjustment period's challenges, trading short-term pain for the restructuring of industry order. Together, they should propel the sector towards a qualitative leap in the opening year of the 15th Five-Year Plan.
